When will this be applicable from?

This amendment will come into effect from the October 1, 2024.

What is the existing provision of using Aadhaar enrolment ID

As per the Budget memorandum, “The existing provisions of section 139AA of the Act mandate, inter-alia, that every person who is eligible to obtain Aadhaar number shall, on or after the 1st day of July, 2017, quote Aadhaar number—

(i) in the application form for allotment of Permanent Account Number (PAN);
(ii) in the return of income.

Further, said section also provides that where the person does not possess the Aadhaar Number, the Enrolment ID of Aadhaar application form issued to him at the time of enrolment shall be quoted in the application for permanent account number or in the return of income furnished by him.”

Why was this provision removed?

“The said provisions allowing the quoting of Aadhaar Enrolment ID in application form for allotment of PAN or in the return of income, was introduced in 2017. Since then, as per data available in public domain, coverage of Aadhaar number has been increasing, and has encompassed majority of the population in India. Hence, it is imperative to discontinue the option of quoting of the Enrolment ID of Aadhaar application form, as any allotment of PAN against the Enrolment ID may lead to duplication and misuse of PAN,” as per the Budget memorandum.

What is the new proposal

It is proposed that the above mentioned provision will not apply from the October 1, 2024. So, individuals cannot quote Aadhaar enrolment ID in the application form for allotment of Permanent Account Number (PAN); in the return of income starting October 1, 2024.

Who should notify
It is further proposed that every person who has been allotted permanent account number on the basis of Enrolment ID of Aadhaar application form, shall intimate his Aadhaar number on or before a notified date.

What is Aadhaar?
Aadhaar is a 12 digit individual identification number which serves as proof of identity and proof of address for residents of India.

Aadhaar Enrollment ID (EID) is a 28-digit unique identification number assigned to each Aadhaar applicant.

The Aadhaar number is a proof of identity, however, it does not confer any right of citizenship or domicile in respect of an Aadhaar number holder.

Steps to follow to retrieve Aadhaar enrolment ID
Step 1: Visit UIDAI website
Step 2: Under ‘My Aadhaar’, click lost Retrieve Lost or Forgotten EID/UID (Direct link- https://resident.uidai.gov.in/lost-uideid)
Step 3: Enter Aadhaar no (UID) or Enrolment ID (EID)
Step 4: Enter your full name as per application along with mobile number and Email ID
Step 5: Enter Captcha Code and click on ‘Send OTP’
Enter OTP and details will be send your registered mobile number.
Else you can also call UIDAI helpline 1947 to retrieve your Enrolment ID.
